The Latest Dirt on the Rock Island Trail!

Alan Severn, our representative to the Transportation Enhancements Subcommittee shares the following info with us:
On June 6, 2003, the Transportation Enhancements Subcommittee ranked seven proposals as high-priority. Of interest to cyclists are extension of the Midland Trail along the North/East side of US 24, from 21st to 31st Streets, a regional bicycle commuter map, and the Manitou Springs Creekwalk Trail, phases 1 and 2.
The seven proposals ranked "High" and Federal Funds requested for the fiscal Years 2004 and 2005 are:

Midland Trail $300,000
Regional Bicycle Commuter Map $44,000
Manitou Creekwalk, Phase I $121,005
Manitou Creekwalk, Phase II $201,906
Manitou Springs Streetscape $275,970 and $300,000
PPCC Transit Transfer Station $28,000
Transit Stops on N Academy Route 1 $226,872
Total Federal Funds Requested are $768,975 and $728,778

The total funds requested are roughly in line with the amounts awarded in past years (although the 2005 total will include funds for the six-mile portion of Woodmen Road westward from US 24 that was approved a year ago).

These proposals, along with three ranked Medium and two ranked Low, will be considered at higher levels of the Pikes Peak Area Council of Governments, which will then forward its recommendations to Region 2 of the Colorado Department of Transportation (CDOT).

The Manitou Creekwalk proposals are for a paved pathway roughly parallel to El Paso Blvd. The pathway will be narrower than the recommended ten feet. The City of Manitou Springs envisions a westward extension of the Creekwalk project in later years, following Lovers Lane, Canon Avenue and Park Avenue.

The Manitou Avenue Streetscape proposal involves eliminating one traffic lane, leaving one through lane, 11 feet wide, in each direction and a turn lane, 12 feet wide. These lanes are narrower than the CDOT recommendations of 12 feet and 14 feet, resp. Phase I starts at the town clock and extends about 300 feet to the west. Phase II extends 450 feet eastward from the town clock (located at the intersection of Canon and Manitou Avenues). The completion of Phase II is contingent on the passage of a SCIP-like tax.
